You'd have to detach the drive and boot into another Windows machines with the software installed if you've got a drive that cant boot and is further affected by the environment of the host machine. For more niche problems, however, I tend to always use manufacturer-specific diagnostic tools. That being said, most programs that perform a sector-by-sector test of the hard drive will be able to catch any hard drives that have bad sectors, which is the vast majority of all hard drive problems that I've seen in the past. All of the hard drives that we have encountered with this issue have been Seagate hard drives, so it's a good example of how hard drive manufacturers tend to differ from each other in the ways that their hard drives determine their own health. One example of this is Seagate - we have run into hard drives in the past that, when plugged into a machine running Linux, will report that they are OK in Linux's Disk Utility software, even though they are only reading information at 5 bytes a second.

PC-Check which we paid for, I am a huge fan of and normally when I do hardware diagnostic ill run all three smart tests and a sector by sector read test. Near as I can tell from experience and research, dft is an old limited program that doesn't work with ahci enabled, does not allow individual tests (only smart) or on a lot of new chipsets, and only detects current smart failure (not previous failure) and is limited in its testing capability.

For those of you who don't know, dft is drive fitness test made by hitachi ( manual here) and PC-Check is a paid diagnostic software made by Eurosoft which contains a bootable suite of full system diagnostics. I was recently chastised by a co-worker at my shop for only testing drives using the newer pc-check, and not using both PC-check and DFT.
